    • workers felt betrayed by employers, gov't for not being informed about radiation risks, mining hazards
    • unique cultural beliefs, economic factors inhibited workers' access to health, legal, social services
  • Native American millworkers — Madsen et al., 1996
    • twice as likely as non-Indian millworkers to believe their health problems were related to their work
  • Nonmaligant respiratory diseases in Native American miners — Mapel et al., 1997
    • RECA formulae systematically underestimated degree of diminished lung function, thereby denying compensation benefits
